Total Cost of Buying Property in Cyprus — VAT, Fees & Annual Costs

The real budget beyond the asking price: 19% vs reduced 5% VAT, stamp duty, legal fees, transfer fees, and what it costs to hold a Limassol apartment each year.

VAT — the biggest variable

New-build property in Cyprus carries 19% VAT on the purchase price. A reduced 5% rate exists, but only for a genuine primary residence and within strict caps (currently the first 130㎡ and up to €350,000 of value, with total area/value ceilings of 190㎡/€475,000). Properties bought purely for investment, or above the caps, are charged at 19%. Confirm the applicable rate with your lawyer before signing — this is the single most common budgeting mistake buyers make.

One-off purchase costs (typical ranges)

  • VAT: 19% of price for investment purchases (new builds).
  • Stamp duty: 0.15% up to €170,000, 0.20% above — capped at €20,000.
  • Legal fees: ~0.5–1% of price, or fixed €1,500–€3,000 depending on scope.
  • Land Registry / admin fees: a few hundred euros.
  • Transfer fees: waived when VAT applies (i.e. on new builds).
  • Furniture pack (optional): €15,000–€40,000 depending on spec.

Annual holding costs

  • No annual immovable property tax (abolished 2017).
  • Communal/service charges: varies by project — pools, lifts, gardens.
  • Municipal & sewerage charges: roughly €150–€400/year for an apartment.
  • Insurance: building + contents, roughly €200–€500/year.
  • GESY health contributions apply to residents using the system.

Worked example

For a €500,000 new apartment bought for investment: +19% VAT ≈ €95,000, stamp duty ≈ €915, legal fees ≈ €2,500–5,000, plus small registry fees — budget roughly €98,000–€102,000 on top of the price. If you will genuinely live in the property and it falls within the 5% caps, the VAT portion drops dramatically — ask us to run both scenarios on your specific unit.
